King County Executive Girmay Zahilay Moves to Tighten Fiscal Oversight Amid Fraud Concerns

King County Executive Girmay Zahilay has issued a significant Executive Order aimed at overhauling the county’s financial management systems. This move follows a highly critical audit of the Department of Community and Human Services (DCHS), which uncovered evidence of potential fraud, improper payments, and a lack of oversight involving nearly $1.8 billion in community grants.

Key Components of the Reform Plan:

  • New Oversight Body: The order establishes a “Subcabinet” composed of senior county leaders. This group is tasked with implementing countywide improvements to compliance and financial systems to proactively identify and stop fraud and waste.
  • Ethics and Prevention Training: In response to findings that some internal documents may have been altered for higher reimbursements, the county will now mandate expanded ethics and anti-fraud training for all employees who oversee government contracts.
  • Strict Budgetary Controls: To ensure long-term fiscal health, Zahilay is implementing new internal controls on programs that rely on one-time funding, preventing unsustainable cost growth that has plagued the county in recent years.
  • Performance Tracking: For the first time, all executive branch departments must establish “Year One” metrics to measure whether taxpayer investments are actually achieving their intended goals.
  • Savings Officers: Every department is required to appoint a dedicated “Savings Officer” within 30 days. These individuals will lead efforts to identify cost-saving measures, with those funds being redirected to shore up distressed county accounts.

This executive action is seen as a “reset” for King County government. By taking these steps within his first 100 days in office, Zahilay aims to restore public trust and ensure that every taxpayer dollar is spent with transparency and accountability.
